Really don't know Mate, many SBs from many manufacturers are not mandated Boeing been the main one I can think of, I also worked at Airbus and Fokker very few make it to AD level, remember if the relevent NAA do mandate it, it is deemed to be a safety factor and compliance times issued accordingley, if you are implying that just because Lockheed issue a SB the FAA will immediately mandate it is simply not true.
