The beam bar itself is not data at all. The deviation indicator within the beam bar can be considered to show raw data in the same way as an OBS presentation can show raw data. Technically, however, of course, the only raw data is the bearing indication when the beam bar deviation pointer (or the OBS needle indication) is centred. You COULD argue that, since 1/2 scale deflection when tracking a VOR is 5 deg deviation, subtracting (or adding) 5 degrees to/from the selected bearing is raw data.

Personally, I think your TRE is splitting hairs.

Generally, any information presented that has to be interpreted to work out your position (VOR/NDB bearings, DME distances etc.) is considered raw data. Any information that has been processed by on-board equipment such as RNAV/Omega/Decca/Loran/GPS/INS etc. systems is NOT raw data.
