so how will the rating work? or is it gone all together?
The MEP Rating will continue to exist - it is a Class Rating and not a Licence. The "MECPL" simply refers to doing an approved CPL course including MEP Rating training, culminating in a CPL test in a MEP aircraft which will double as your Class Rating Test. EASA therefore proposes to remove the option to combine a CPL course with a MEP Rating course. You would still be able to take a CPL test in a MEP aircraft but you must hold the MEP Rating itself before doing the course. I would suspect the majority of people will continue to do a CPL in a SEP aircraft, then MEP Rating, then MEIR.
