PR reasons - not to apply any Govt [re]funded IRAD to Raider.....

It's probably not just for
PR reasons. The minute you spend DOD money on something, the technology can get ITAR restrictions and the gov't gets certain rights to it. Thus Sikorsky could be limited in what applications it may pursue with the X2 concept.
