you say the priorities are:
1. Safety of aircraft & crew
2. Safety of the public
3. Dealing with the casualty.
IN THAT ORDER.
Where in that order would you put 'rule compliance' ?
I'd be pretty happy to put it at 3rd equal - wouldn't you?
