Well, DME runs from 962 to 1213 MHz (see

GSM 900 has an allocation from 925 to 960 (paired with 880 to 915 MHz, see

The gap from 960 to 962 MHz is 2 MHz which is indeed less than .25% of 960 which would be 2.4 MHz.
The engineer is right.
