Hardly! No mention that if ATC wasn't so inadequate they would have issued a speed limit OR vectored the aircraft additional miles. Pilots are not asked to turn up at a "certain time" for landing for crying out loud. Plus at 7 miles and 180Kts, as long as you are on the Glide Slope it is easy to drop gear and flaps, thus being completely stable by 1,000ft. Note, at 7 miles aircraft should be around 2300ft above the runway.
