Appendix 1 to JAR-FCL 1.205 states that "The holder of a CPL(A) issued in accordance with ICAO may have the total amount of training.....reduced by 5 hours". The UK CAA has exercised its discretion to allow this to apply to anyone who meets all of the requirements for CPL(A) issue. When the EU Regulation comes into force next April, the CAA will no longer be able to exercise this discretion and the alleviation (increased to 10 hours) will apply only to those who hold a CPL(A) or a Course Completion Certificate for the Basic Instrument Flight Module. It is also of note that the text "issued in accordance with ICAO" does not appear in Appendix 6 to Part-FCL, meaning that the concession will be available only to the holder of an EASA CPL(A)
