If this is the part concerned from the MEL easy decision.

BAT 1 (2) FAULT NO DISPATCH
BAT 1 (2) OFF Not applicable
BAT 1 (2) SYS FAULT NO DISPATCH

If it is NOT in the MEL then it is required.
