To quote Helinut, “Most activities and certainly those in aviation incur risks, but they are more or less balanced by some benefit. Becoming a pilot involves learning to manage those risks.” Bottom line, operation within the H-V avoid area is prohibited by law only if the H-V curve is given in Part 1 of the Rotorcraft Flight Manual.
