Originally that was not proposed. Cirrus said every chute pull would be a writeoff. But it seems that some if not all were repaired.
Several CAPS pulls were repaired and flown again, but several were damaged beyond economic repair. Typically, there is a significant salvage value, especially the avionics and sometimes the engine.
