I'd have to agree with Mohikan; if Peach is going to be operating under "JA" registration, which has been decided, then 99% chance Air Asia Japan will also be the same. I said 99% and deducted 1% because, if Air Asia provides the aircraft from their most recent purchase in Toulouse, then I could see logistical issues with aircraft ownership, etc.
Regarding Peach, a recent article I read in the Japanese "Airline" magazine stated that Peach is unable to hire through agencies, because they were unable to receive authorization from the government (it didn't stipulate whether it was MLIT or MFA). I don't know if this is a temporary thing, but for the time being, Peach is restricted to hiring pilots that hold Japanese residency and JCAB certs (or converted on your own dime).
