First of all the rule hasnt yet some into play
For flying the new aircraft you need atleast 10 hours on type . This 10 hours on type is not a recency requirement within 6 months and hence can be safely done in a foreign country .
You can do the skill check in India though .
I would suggest you go back and fly the 10 hours and do the skill checks there it self as this rule has not yet come into play
I dont think the DGCA will issue an NOC , as NOC is only for those people who already hold an Indian DGCA license
One thing I learnt about the DGCA is never believe anything they say untill you get it in writing
