You only need an NOC if you have an Indian license and want to go abroad for flight training and get the aircraft endorsed on your Indian license
If you dont hold an Indian license then there is no need for an NOC and they wont issue you one since you dont hold an Indian license
he problem with that is that they want me to fly in india which will take me next Jan/Feb to complete.
Why do they want you to fly in India ?
I have a feeling that this is a sign of more worse things to come like requiring those who convert their license to write the technical general and technical specific paper
