If I remember from my old days & I don't think that rules of WPC have changed much,......
It was 30 hrs as a Radio operator not 30 Hrs PIC or DUAL, so 30 hrs as a safety pilot counts if a CFI from any flying club or training school can give U a certificate that U flew those hrs with another pilot, who could be a PPL holder & U are his passenger & RT operator.........
