As I read the NAFTA rules, it allows a Canadian, US, or Mexican business in these areas to provide services in any of the other NAFTA states subject to meeting the requirements stated. I do not believe that it allows an individual person of one of the NAFTA states to "work" for the employer of another NAFTA state.
In any case, I am watching this thread with great interest.
