Is the Ground Classes Certificate Required for writing the Type-Tech Exam in India?

Hi Everyone,

I plan to do my Initial Multi-Engine Rating on the Piper Seneca from abroad. I have heard that the DGCA is planning to introduce a new rule as per which a NOC for multi-endorsement wold only be issued if you clear the type-tech exam on the particular aircraft type in India (dont know when they plan to introduce this rule).

In view of the above, I was considering to write the PA34 type tech exam in the July attempt but was unsure if a ground class certificate is required to apply for this exam. Someone had suggested me that a ground class certificate is no longer required to appear for these exams. Appreciate if someone can help me with this.
