I don't know what the standard convention is, but in Fig. 6 of
this NASA report a + elevator movement results in an increased pitch down moment, i.e. the opposite of your assumption.
The negative slope of the curves in Fig. 6 indicates a stable aircraft, i.e. any disturbance which increases the AoA leads to an increased pitch down moment.
