Dunsfold did have radar before BAe moved out. The equipment in the tower was supposed to be mothballed, but in fact although displays in the tower were left in place, all wiring has been ripped out and will take some time to replace. ATC staff are not allowed in the old radar room as it is occupied by a non-ATC company, so what the situation is in there I don't know.
For APC read APP, there are no plans to instal radar.
