The disposal of spares for in-service aircraft was nothing less than a disgrace. In the charge for smartie points by ambitious, desk driving numptys, under the guise of RAB, we were directed to dispose of stock for which there was still a need - the kit was current and in use. It resulted in the obscenity of having to drive down to a civilian company in Somerset to recover, at vastly inflated prices, stock which we had been
ordered to dispose of less than six weeks previous. The kit was still in the boxes which we had used and the paperwork , bearing my signature, was still attached to the boxes.

I think you may have meant to use the term 'No Unit Record' for the circumstances you describe. 'NIR' applied to a NSN that was not recognised - at least it did when I left although subsequent re-organisations may have changed that.
