KLM have a habit of doing things a minimum of 3 times daily neccessary to meet the transfer connections requirement, if it were KLM then MSE would be the only UK twice daily airport for them .... I'd suggest that it would be a UK operator if UK taxpayers monies were to be persuaded out of the government.
Manx2 are good at doing things subsidised, their CWL to/from RAF Valley service is government subsidised to the tune of £65 per fitted seat ..... 360 seats per week ..... for the next 4 years!
