Again (broken record ?) you also confuse conspiracy and cover up ... two things completely different
A cover-up is an attempt, whether successful or not, to
conceal evidence of wrong-doing, error, incompetence or other
embarrasing information
A conspiracy is nothing but a secret agreement of a number of men for the pursuance of policies which they dare not admit in public
