There is one ambitious relatively young individual employed there who (
AFAIK) is an "accountant type". He has evidently identified TRTO as a revenue source that can be tapped at will ( & gentlemen, whose fault is that finally?) and has some ambitions to also act like an agency & "lease" crews out to other airlines.
This conveniently ignores the fact that there are countless other agencies out there. For this reason, the holding pool (in his opinion) will never be too full, as he thinks he will find opportunities to make (more) money from those whom he has already charged for a TR.
The general chaos/lack of forward planning is pretty much (unfortunately) like most companies in aviation , the reason for the holding pool being so replete is a little deeper.
