Of course you could but there again you could brief for the non-precision approach in case the ILS fails! Are you saying that you
always accept a late runway change when offered by atc? In an ideal world we would anticipate all eventualities but it's down to the Captain to decide whether that is acceptable or not and besides how do you know they are not training and the guy under training is flying his first line sector?
