For a start you should be Angolan, and have a solid reputation in any of the other local carriers, also helps if you are related to a government minister or General in the Military.
Some expats who have married Angolans have managed to get pretty far in Angolan government run aviation company's, especially if their Angolan wives have connections in high places.
It would seem that some Europeans that were born in Angola during the colonial times are organising their Angolan passports to start to get into what is probably one of the more lucrative aviation markets in the world at the moment.
There is an increasing shortage of experienced pilots throughout the entire country. Which is why there are so many expat pilots flying in the country.
