Photo identification will need to be produced by domestic passengers before they board flights as part of a major overhaul of airport security.

The recommendation is part of a parliamentary joint committee on law enforcement into the failure of security measures to combat organised crime in the aviation and maritime sectors, Fairfax has reported.

The report, to be released on Thursday, is expected to recommend that people who can't provide photo ID produce a signed statutory declaration confirming their identity before boarding.

It found the e-ticketing process introduces vulnerabilities into the system and is expected to call for more sniffer dogs at airports and raise the prospect of "passenger profiling".

It's expected to provoke a strong reaction from some unions over breaches of civil liberties and from airlines concerned the recommendations will cause major delays at boarding gates, Fairfax said on Thursday.
Qantas has reportedly argued against the mandatory use of photo ID, saying the elderly, infants and people who don't have a driver's licence might not be able to meet requirements.
