Rather the same thing that happened with ANZ. Public goods were provided when deemed essential, not profitable, yet necessary to the national interest. Water would definitely fall into that, so does health and transport infrastructure.
What private firm would build an airport? They won't build them but their natural monopoly makes them perfect to buy from cash strapped governments.
