Already done. Restricted BCPLs become PPLs, unrestricted BCPLs become CPLs

Well, I haven't studied it at all deeply but the change to Article 61 seems to extend the application of Article 4.1(d) of the Basic Regulation to include the residency of
both the operator
and the relevant flight crew member, which is in excess of the current EASA requirements.
