If you have a large customer/airline in China, have them file the flight plan. e used to routinely overfly Cuba out of KMIA using a S.A. call sign with a N registered aircraft. Save a ton of money on landing/gate fee's, usually the cost of fuel as well. Sorry got ahead of myself here, I assumed you were looking at an ACMI operation.

Starting up a cargo airline is a large task, too large. Without the legacy of decades of contacts the big boys and locals will put you in their cross hairs in a heartbeat.

Atlas screwed themselves in the S.A.market as they tried to transition from ACMI to freight. It was bad timing anyways but their S.A. customers dropped their ACMI contracts and went after their freight. Polar had relationships that date back to before TIGERS, this is one of the reasons why ATLAS bought them.
