DGCA involved in FDTL fraud?

The CAR relevant to Airline pilots has for some time now been "in abeyance" and inaccessible resulting in no Indian pilot having any clue regarding what are the valid FDTL limitations.
When bringing this up to the airline management the somewhat lame explanation is that a "verbal agreement" is in place between DGCA, AI, JAI and KFR. And by keeping the pilots in the dark the DGCA is obviously part of it.
