Either way the response we got is that there is a CBI lockdown at the DGCA and they have frozen all new license issues till all existing licenses and flying schools are scrutinized. I don't see how anyone could have got their license early.

What you people have been seeing in the news is all a big eyewash. Just to satisfy a few here and there that the DGCA is getting serious about things.
Everything is as normal and same as before.
The only difference is that now the DGCA has an excellent excuse to torture CPL applicants.
they'll keep delaying CPL issue citing the marksheet scam and background checks etc.
Remember, all DGCA babus have a nexus and would never in their right mind ever give up their positions of power, and involve police or other investigative agencies.
