I'm not sure how that has worked for people, but it hasn't for me.
I have not personally gone, but colleagues (from my flying school) who submitted together have gone and enquired several times - no luck. We have called and emailed too - no luck. Flying school has personally asked the senior most officials - no luck.
Either way the response we got is that there is a CBI lockdown at the DGCA and they have frozen all new license issues till all existing licenses and flying schools are scrutinized. I don't see how anyone could have got their license early. Even the applicants who normally would have jugaad to get their license issued in less than a week are not getting their licenses since months! The people you are talking about probably applied before February.
My mates who applied in Jan 1st week got it by Feb 1st week. The delay has probably affected the Feb applicants and later.
Trust me, there is no way anyone wants to wait this long. I have missed out on Jet, Indigo and Spice entrances among others. If there was any way I could get my CPL early - I would.
