I am thinking about purse-strings.
_ Representatives receive money from two sources.
_ To quote from the Settlement
Trade Union Representative Pay
Meetings with BA, including staff representation eg, NSP, BRG, FRG, EG901 etc.
Basic pay will be paid BA.
The wording is ambiguous but I interpret it as meaning that the non-basic pay comes from the purse of the parent Union.
_ If this speculative interpretation of mine is correct, it may well be that in the future the finances and accounts of the three NSPs (Heathrow-Heritage, Heathrow-MF, Gatwick) will be dealt with by a full-time employee of the parent Union (Unite the Union).
The difficulty that BASSA have is not that there is an elephant in the living room - but it is the cupboard door that cannot be closed because of this enormous skeleton (probably an elephant).
