Pilot applicants in the Phils usually have bachelor's degrees so in order to be competitive, I suggest have the boy get a degree first. He can do his flying in parallel so he can build his hours while attending University. As for schools, check out Omni (Bulacan) and Aviatour (Mactan) if self-sponsored. Clark Aviation's MPL on the A320 has had good results so far but will depend on the demand from sponsoring airlines (they usually will shoulder half of the P3.5million tuition if they hire you as FO after graduation).

Forget the air force, you need to pull strings to get in plus they dont have that many aircrafts anyway.
