Becoming a pilot in the Philippines

My Domestic Helper's son is very keen to become a pilot. He is 15y.o and is a Filipino national. He believes that he has no chance of making it into the Air Force as he doesn't come from a family of note. And wonders how to go about getting his experience levels up. He is in High School now and by all accounts is getting good grades.

So in the Philippines, do pilots generally have a Degree behind them before they start flying? And if so is a Science degree the way to go?
Are there any cadetships that he can apply to?
What sort of experience do you need to get into a turbo-prop operator?
And who are the better flying schools to approach, and or to stay away from.
