What is Captain's Authorization ?
I understand it allows for the captain to perform transit check and refuel etc but where does this originate from, what regulations, can anyone link me to the specific page ? I assume it derives from Rules of the Air, CAA regulation. Have searched thru FAA, ICAO and EASA websites having no luck..
