Maybe not the Royal Mail's fault...
The CAA may have mailed it to the wrong person.
Along with my newly IMC-endorsed licence a fortnight ago, I also received, in a seperare package, someone's PPL and logbook!!! I immediately mailed it on to her direct. Maybe yours has reached someone who hasn't yet decided what to do with it...
