IIRC, reduced stability requirement because of the longer fuselage on the 'stretched' Gazelles.

The attachment on the fwd stbd crosstube isn't anything to do with the smoke flares: they were on the rear crosstube, either side, with a highly technical piece of string back into the cockpit to fire the flare when needed
