Roost for birds

Saw some JH guys working on HL 737-400F , wonder whats going on !!! work being overseen buy some one with an FAA A&P counting the hours , suspect its either recievers or ON trying to work out a deal, funnything "NOTICE THE SILENCE FROM HC"
