The statement that CX is applying for US green cards is incorrect. CX is presently applying for work permits for all commuting Canadians already on US bases.
Also, regarding bases there is a continuous cost analysis going on in terms of savings and if you believe what some of the 3rd floor managers have to say that base savings at the moment are minim due to onshoring cost, complying with local labour law (for example long term leave Australia) and legal challenges. The HEADLAND hotel is booked at capacity, so where do all the future based pilots lay-over.
Until all the immigration, labour law and legal challenges are solved I doubt there will be many base openings.
