The other day i was figuring out why DGCA couldn't release question bank, then found a few Decisions made by the information commission (CIC) where usually applicant who hasn't received sufficient information from RTI are scrutinized and made public for reference.
In this one of the case was of a candidate requesting the Question bank and as usually DGCA denying but giving the reason of denial. I am also curious to know pprune's view about how fair was dgca argument in this case and the cic decisioning.
