Forgery.-- Whoever makes any false document or part of a document with intent to cause damage or injury, to the public or to any person, or to support any claim or title, or to cause any person to part with property, or to enter into any express or implied contract, or with intent to commit fraud or that fraud may be committed, commits forgery.

Im not sure about the exact rules of forgery, but if what you say is true, I think its pretty clear that intent to cause damage isn't the only criteria. It could be to 'support any claim or title' (probably the case with fake ATPLs), 'cause anyone to part with property', etc.

But today's TOI had an interesting article about how someone within DGCA HAS to be involved for a forgery of this extent to work successfully.

Maybe we should consider whom to punish, or whom all to punish.
