Yes its the TsAGI 3EA, which flew but only with a tether. It was to have forward and rear contra rotating-rotors. See also the TSAGI 1EA for an idea of what it would have looked like when complete.

I have it as the TsAGI 1-EA, with missing rotors.
Very similar but the 1EA had a rear wheel, the 3EA did not.
