Edit: if by incomplete you are referring to the anti-torque rotor, then maybe it's just that the tail boom is longer than it appears to be and the photo only shows a part of it.
It is stated that this one's very similar to the 1-EA model, which has two small anti-torque rotors at the very tip of the tail and two at the front end.
