Of course such a system needs data but nobody intends to wait and count enough tombstones. The regulations need to keep up with measured changes either via mother nature, operation or product capability. I sense that the work on the engine side of the regulatory function will soon make it more likiely that multiple bird strikes on the aircraft as well will combine with the engine side of the systems and result in accidents. There is already data available in this arena.
