Google Maps image (dated 2011, FWIW) shows asphalt surface - some possible degradation of the high-speed turnoffs (sand?) - VASI lights installed for wider rway. Seems to be one twinjet bizjet/airliner ~100ft/30m in length on ramp.

At least one 737 has landed there since 2008 (hijack diversion after landing refused Cairo).

FlightAware gives a weather FORECAST for HLKF - but not an actual observation.

Fuel and staffing are likely to be very uncertain in current situation.

For life and death emergency evac, and depending on aircraft size, I'd rate it as "possible" but recommend a daylight low pass and visual inspection before landing. You just never know what some idiot(s) may have done to the surface in the past few days/hours.
