Typical STAR chart for Heathrow has in BOLD:

DESCENT PLANNING
Pilots should plan for possible descent
clearance as detailed in the table below.
ACTUAL DESCENT CLEARANCE WILL
BE AS DIRECTED BY ATC

I think that is all one needs to know.
