My cohorts and I don’t prosecute, because they and I are too scared that a court will find out that we’re taking regulatory action for the purposes only of maliciously hurting the licence or certificate holder. After all, the only reason my cohorts and I take regulatory action is to hurt licence and certificate holders.
We enjoy inflicting unnecessary pain.
