If they do go down that route, then their IA seems to be:
1) Strike
2) Work to rule
3) ? negotiate perhaps?
Seems a bit backwards to me. Would have thought that a sensible route would be:
1) Negotiate
2) Work to rule
3) Strike
But that is just me....
