IIRC the structural certification (gust responce?) has different assumptions between procedural 'holding' use of flaps, and other uses. Thus there could be different speed/altitude limits.
In my previous aircraft this was interpreted as a holding speed limit only, but the 125 appears also to limit use during descent.
